Jeff H. Karotkin has more than 27 years of experience in the process serving industry. He has served on a wide range of boards and committees within the legal support industry. Jeff is the past president of both California Association of Legal Support Professionals and the National Association of Professional Process Servers. He has written numerous articles and spoken at a variety of seminars and workshops on process serving throughout California and the United States. 

Achievements & Awards:

Ž          Designated as an Expert Witness relating to the standard of care in the process serving industry, in two cases since 1998.

Ž          California Association of Photocopiers & Process Servers, Member of the Year, 1995.

Ž          Instrumental in the creation of industry specific regulations for process servers with the California Employment Development Department, 1996.

Ž          Instrumental in amending California Business & Professions Codes 22350-22360 that require all persons and companies in California that serve ten or more pieces of process in a calendar year to be registered and bonded and pass a Department of Justice background check, 1996.

Ž          Recipient of the Bert Rosenthal Award in 1999.  The award is the process serving and photocopy professions highest honor. 

Publications and Workshops:

Ž          Have had articles on the rules of service of process in California published by the Downtown Los Angeles Legal Administrators Association and the Beverly Hills Century City Legal Secretaries Association.

Ž          Taught and administered the Process Server Workshop and Certification Exam for the California Association of Photocopiers & Process Servers, 1993.

Ž          Have written numerous articles on various topics that have been published by the California Association of Photocopiers & Process Servers and The National Association of Professional Process Servers.

Ž          Keynote Speaker for the Los Angeles Docket & Calendar Clerks Association.  Topic: Service of Process Basics, 1995.

Ž          Participated on a panel discussion for a Glasser Legal Works seminar.  Topic: E-Forms to E-Service in California:  Online Document Delivery to Courts, Parties and Lawyers, 2001.

Ž          Created and moderated a panel discussion for the California Association of Photocopier & Process Servers.  Topic: Technology and the Courts, Electronic Filing and Electronic access to courts, 2001.

Ž          Created and moderated a panel discussion for the National Association of Processional Process Servers.  Topic: Electronic Filing and Electronic Service of Process, 2004.

Ž          Created and moderated a panel discussion for the National Association of Processional Process Servers.  Topic: E-Technology and Electronic Service of Process, 2006.

Ž          Created and moderated a panel discussion for the Arizona Association of Processional Process Servers.  Topic: E-Technology, Electronic Service of Process and E-Filing in Maricopa County Arizona, 2006.
